For the E-470 Highway Authority, Mr. Jablonka created a fully operational, Authority-wide GIS from raw data, facilitating decision-making both internally to the organization and externally with interested stakeholders. Other results of the GIS expertise was providing critical data and research yielding and additional $1 billion in bonds to fund the project.

Dan also coordinated the GIS portions of the Tampa Rail Project. This includes the accompanying Environmental Impact Statement and Impact Analysis showing the socio-cultural effects, including historical and archeological resources, neighborhood and environmental justice, and parklands analysis. Assistance was provided in evaluating and screening different transportation alternatives using GIS. This was the beginning of what would become The Environmental Screening Analysis Tool for use in Florida. This work helped determine the magnitude of various impacts helping to quantify and balance the capital costs and environmental benefits while preserving wetlands and upland habitats.
ENVIRONMENT and PLANNING
Colorado Water Conservation Board & Bouvette Consulting, Denver, Colorado. CirTerra produced maps for legislative analysis affecting water providers across the State of Colorado. CirTerra mapped water providers having water conservation plans on file with the Colorado Water Conservation Board, as well as water providers that would be affected if a legislative issue were addressed and changed. These final maps were extremely helpful because the recipients could clearly see the impacts of changes and they could instantly understand the need for additional water providers to file water conservation plans. CirTerra also created a GIS providing visual references showing actual complying participants, by Water Division, in the state-wide Drought & Water Supply Assessment.
LAW ENFORCEMENT and COMPLIANCE
Rocky Flats Class Action Defense Case, Denver, Colorado. CirTerra helped Destiny Resources with the GIS data and digital maps related to the radio-active contaminants released from the accidents at Rocky Flats. These services allowed our Client to meet very tight timelines with a minimal staff of GIS personnel.

Scion Industries, Fort Collins, Colorado manufactures advanced composite parts and is now the sole contracted North American distributor of Rohacell foam. Another distributor was previously representing Rohacell on the East coast. Scion made a business case through CirTerra’s GIS to obtain a national coverage. By showing their market penetration with thematic maps on the East and West coasts, they were able to demonstrate their superior marketing and sales capabilities. Consequently, they won an exclusive distributorship at the national level, which was their objective.
BUSINESS and SITE LOCATION ANALYSIS
Glenroy Inc., Menomenee Falls, Wisconsin had CirTerra analyze data and produced a final copy of map sets. The results served primarily for increasing sales potential and market distribution. This comprised a seven map set for each of the three previous quarters studied. The additional CirTerra analysis of new business projects closed allowed a greater understanding of overall business growth. This spatiotemporal analysis allowed Glenroy to see the benefits of a multidisciplinary and cross-trained staffing solution. This application saved Glenroy money and provided valuable data necessary for growth in market and job base.
Prima Energy Corporation, Denver, Colorado
Using CirTerra’s Emergency Services, our client implemented a procedure to aid conversion techniques from GPS to ArcGIS and to AutoCAD and successfully meet a tight deadline with potentially dire financial consequences.
LOCAL GOVERNMENT
Cherry Hills Village Sanitation District, Cherry Hills Village, Colorado is a small sanitation district southwest of Denver, CO. CirTerra helped the district upgrade the GIS in-place from ArcView 3.1 to ArcGIS 9.2, including field work to locate over 1,200 manholes within sub-meter accuracy using Trimble XH GPS. This includes post-processing Differential GPS (DGPS). Office support consisted of QA/QC of all the data and creation of non-existing metadata.
